В 1995 году Хайал Айча Шимшек окончила обучение на кафедре государственных финансов факультета экономики и административных наук в Университете Докуз Эйлюль. В 1996 году начала работать в качестве научного ассистента на кафедре государственных финансов. В 1995 году она поступает в магистратуру и заканчивает ее в 1997 году, завершив работу над магистерской диссертацией на тему «Альтернативные варианты бюджетной политики при ограниченных возможностях государственного управления».
