1995 жылы Хайал Айча Шимшек ханым Докуз Эйлюл университетінің экономика және басқару факультетінің мемлекеттік қаржы бөлімінде оқуын тамамдап, 1996 жылы мемлекеттік қаржы бөлімінде ғылыми асситент ретінде қызмет ете бастайды. 1995 - 1997 жылдар аралығында магистрлік оқуын оқып, «Үкіметті шектеулер қоюшы баламалы қазыналық саясаттар» атты диссертацияны қорғап тамамдайды.
